Biography
Alex Barnes is Head of Regulatory Affairs for Gazprom Marketing & Trading Limited, based in the UK. After joining GM&T in 2009 he established the Regulatory Affairs team which covers gas, power and carbon regulation in the countries in which GM&T operates. He has 20 years experience in the oil and gas industry, focusing on the gas industry for the last 15 years. Previously he has worked for Total where he worked in downstream oil in the UK, and then as Business Planning Manager for Total Gas Marketing when the UK was liberalizing its gas market in the mid 1990s. After 3 years working in Paris on gas market analysis and LNG, he moved back to the UK and joined BG Group as Regulation Manager. There he was involved in projects such as the Dragon LNG terminal at Milford Haven where he led the team that secured exemption from third party access under the Second Gas Directive, and the development and implementation of the EU gas legislation. In the UK he has had considerable experience of the development of the Network Code governing access to the gas network, including capacity allocation mechanisms and balancing rules. For 3 years he was a shipper representative on the UK Network Code Modification Panel which advises Ofgem on the suitability of proposed changes to the Code. He is currently chairman of the EFET Gas Capacity Work Group and one of the “prime mover” advisors to ENTSOG on the development of the EU Capacity Allocation Management Grid Code. He has an MBA from Henley Management College, and a degree in Politics, Philosophy and Economics from Oxford University.
